I can make the adapter work again, by manually disabling it in device manager and then enabling it again. I did not fiddle with the wake up and suspend settings as that did not work in 2018 and I have seen no claim that these settings "Surface Pro with Surface Dock - Ethernet not available" for detailed screenshots.
